Industrial safety requirements must conform to the regulations applicable to protection of population and territories against emergency situations, to sanitary and epidemiological safety of population, environmental protection, environmental, occupational and fire safety, to safety of construction operations and to requirements set by national standards. Legal regulation in industrial safety is performed by Federal Law No. 116-FZ «On Industrial Safety of Hazardous Industrial Facilities» dated July 21, 1997 as well as by other federal laws, statutes and regulations adopted in the Russian Federation and addressing industrial safety.
In order to implement its national policy in industrial safety the Government of the Russian Federation designates federal executive agencies having special authority in industrial safety and entrusts it with the respective statutory regulation as well as with special permissive, control and supervisory functions addressing industrial safety.
The provisions set forth in Federal Law No. 116-FZ «On Industrial Safety of Hazardous Industrial Facilities» apply to all the organizations regardless of their form of incorporation and ownership, to the organizations whose activities involve industrial safety of hazardous industrial facilities operating in the Russian Federation. Industrial safety requirements are applicable to design development, construction, operation, extension, revamping, technical upgrading, temporary abandonment and liquidation of a hazardous industrial facility; manufacturing, installation, setting-up, maintenance and repair of technical devices and equipment used at a hazardous industrial facility; conducting of expert examination of industrial safety; training and retraining of employees working at a hazardous industrial facility.
