Transneft Kama Region has conducted a firefighting and tactical drill (F&TD) in conjunction with units of the Federal Fire Fighting Service of the EMERCOM of Russia in Sverdlovsk Region.
The drill took place at a site of the Surgut – Polotsk oil trunk pipeline (OTP) of the Platina line operation dispatcher station (LODS) of the Perm Regional Oil Pipeline Directorate (RPD). The goal was to determine the level of readiness to extinguish possible fires at the Perm RPD facilities, to polish skills in managing forces and means at the fire site.
According to the drill scenario, as a result of fire safety rules violations during repairs, a pipeline containment loss, followed by an oil spill at a mainline pump house and its ignition over the entire room area, occurred. After receiving a signal, the station’s personnel performed the necessary technological switching. Personnel of a private fire guard unit and the Kushva fire-rescue garrison of the Federal Fire Fighting Service of the State Firefighting Service of the Main Department of EMERCOM of Russia in Sverdlovsk Region promptly arrived at the “fire” site. The extinguishing was carried out with mobile firefighting vehicles and medium-expansion foam generators. After performing operations on ignition containment, the simulated fire was eliminated. 19 people took part in the drills, 3 pieces of equipment were used.
As a result, the effectiveness of all fire guard units, volunteer fire brigades’ members and station’s operation personnel actions were assessed positively. The firefighting personnel showed coherence of actions and ensured extinguishing of the simulated fire in a timely manner.
Transneft Kama Region’s operating facilities are classified as explosive and fire hazardous. Conducting “firefighting” drills is an important component of work in ensuring the fire and industrial safety of the oil pipeline infrastructure.
